Who: Anyone!
What: The Free Will card runs around making people neglect their responsibilities.  Join in the fun, or try to stop him!
Where: School? The Hospital? The Police Station? Wherever there's problems if you don't do what you ought to! I'll start with an example.
When: Any time during the plot (until someone kicks his ass back into a card).

There's an ambulance, lights still flashing, parked outside the Ice Cream Shoppe.  The EMTs are inside, laughing, while the clerk loots the till.  Outside on the street, someone has wandered out of the salon next door, hair obviously in mid-perm, and started passionately kissing the mail-man.  A teenager graffitis a nearby wall in plain view of a police officer, cap pulled down over his eyes and snoozing on a bench.  A young child plays in traffic while his father wanders off, discussing sailing with a complete stranger.

At a distance of about half a block, traffic is stopped and people on the sidewalk are staring.  Beyond that range, no-one seems affected, and the chaos within that bubble is really messing with their day.

On the rooftop of the Ice Cream Shoppe, with nobody in particular paying attention to him, or even showing any sign that they can see him, is a pale boy with red eyes.  He's dangling his legs over the edge of the roof, simultaneously watching the crowd and flying a kite, with the slightest of smiles on his face.

It's wonderful seeing everyone do what they want to do, with no obstructions.

And who should arrive on scene in her roller blades than Ramona Flowers? Her skirt seems extra floofy today, and her shoulders actually puffier than normal. Weird. She knew that there was something really super wrong here, but who, or what, could be responsible?! Wherever she looked, there was chaos, anarchy. No abiding by any sort of law or social more.

With her magical hammer in hand, Ramona looks around for any immediate source of the chaos. But with no immediately-apparent supernatural influence, how was she to know?!

Rory manages all of pulling the kid out of traffic before the card begins to affect him. It's a really strange sensation. One moment he was yelling at both the neglective father and the EMTs, grabbing the boy by the back of his shirt to pull him out of the way of the vehicles. The next moment he was standing there, the kid slipping out of his grasp while he stared up at the kite from his place in the middle of the sidewalk.

Wasn't there something he was supposed to be doing?

Oh, but look at that kite. Just flitting around up there in the sky, carefree and untroubled. When was the last time he flew a kite? When was the last time he had done anything but worry about Amy?

A small smile crossed his face as he watched the kite. What a beautiful day to fly a kite...

Rory stared at the strange white-haired child for a minute, his brain still trying to fight to remind the rest of him there was something important he was supposed to be doing. Something...

But the kite was still fluttering in the sky, carefree as it dipped and waved, and he took the offered string with the start of a smile.

"It really is a nice day for flying a kite..."

Ramona had caught sight of Rory and his argument with the other EMTs and his sudden shift in attitude, and then the child floating from the rooftop. There. That was the problem right there. That thing making that hospital nurse play with the kite rather than help this family and start... was he seriously flying a kite?

Ramona straightened her back and held out her massive hammer, pointed directly at the white-haired boy. "YOU!" She called. "You're the one causing the problems here! Stop all of this now or you'll be forced to fight CardCatcher Flowers!"

"That's right!" But what card could this be? She might have to call it by name if it was one of those. Or maybe she'd get lucky and not have to! "You're causing a lot of problems here and I can't stand by and let you get in the way of these happy people being responsible human beings!" Ramona's grip on her hammer tightened and she edged a little closer on her roller blades, defense not down by any means. "Are you going to cooperate or not?"
