Not based on the footage alone. Insulation on the wiring would shield the camera up to the critical spike.
What we need are large scintillation counters, at least three of them around the apartments, and another three around the hospital. Not a small project, but if we can triangulate, and if we know based on releases and new arrivals when there ought to be a surge... but beta radiation diffuses quickly. If there are gamma rays as well we could detect it for sure...
But then, if release causes gamma rays, eventually everyone living in the apartments is eventually going to get cancer.
