I'm trying to correct for background radiation and other sources of noise... but it doesn't look like the film was edited. The camera was hit by a burst of beta radiation. Intense beta radiation. I don't know if that's deliberate interference to cover things up or a natural part of the process, but either way... theoretically, it's detectable and measurable.
Not based on the footage alone. Insulation on the wiring would shield the camera up to the critical spike.
What we need are large scintillation counters, at least three of them around the apartments, and another three around the hospital. Not a small project, but if we can triangulate, and if we know based on releases and new arrivals when there ought to be a surge... but beta radiation diffuses quickly. If there are gamma rays as well we could detect it for sure...
But then, if release causes gamma rays, eventually everyone living in the apartments is eventually going to get cancer.
If I'd been able to get some baselines of the cell to do a before and after, we could look for evidence of ionizing radiation, but with just the 'after' shot, there's not much we could do.
Well, getting anything is better than nothing. Shame we didn't get in on this right away. Would be helpful if this wasn't so damn random.
Back home, when we'd get things coming through the Rift, we could usually detect a spike in the energy it gives off, making it predictable up to the second. We need that here. Even if we can't stop it, just having it so that people can say their goodbyes would be enough.
Oh, yes, of course. It's just so nice to see people so happy, and able to make a life for themselves here. You know, I think this is the first wedding I've heard of since I've been here!

I would say turnabout is fair play but I think in this case you win in either direction.

Is there a way to tell if it had been building up until that point? Like a surge of energy?

It wouldn't be likely that there would be traces still in his cell, would there?

While we're at it, if we can find a deep and isolated enough site underground, I'd like a neutrino detector, as well.
[Private // Torchwood Security]
Underground we might be able to do. You remember the ruins we were taken to last year, don't you? I've been meaning to go back to have a look.

Don't know yet. We've only just gotten engaged, Doctor. Gotta take things one step at a time.
