Elsa. [He says the name with a lilt in his voice, as though talking about a beautiful flower.] A name just as charming as the face that comes with it.

I'm afraid not - there are theories, of course, but everything about this place seems to defy explanation. A natural phenomenon? Some sort of advanced technology - a weapon, or a scientific instrument? There's no telling, not without some way to get more information about how it happens. Appearances and disappearances seem random - but it could simply be that we don't know what we're looking for.
