Shepard-san, I know you've been willing to help us in our investigation before. I was wondering if I could make a request of you.

I thought I'd update everyone on this. Since no one's been kidnapped, we've decided to explore the Dark Hour more and see if there's any way to get rid of it. As far as the kidnapper goes, we haven't had any break in the case regarding their identity, so if we can get rid of the Dark Hour all together, then we can head them off. There's been no incidence of an added area, or the manipulation of the Dark Hour, but I want to make sure that someone hasn't found another way.
To make sure there hasn't been any kidnappings that we've missed, I'm going to ask Shepard-san for the records of people who've been released. It's been difficult to keep track of who has and who hasn't been, so we'll get a better idea when they're compared if we're missing anyone.
Since technology disappears during the Dark Hour, it's very possible that the barrier might as well. If it doesn't, we know that it's purely confined to the island, rather than the whole world. If the barrier is down, well ... that's a different story entirely. Unfortunately, we can't use technology to approach the barrier. The Doctor says that he has someone who can check for us, who has the power to do so. If it's still there, then we'll be able to devise a plan.
Meanwhile, I'd like to explore the link between the Dark Hour and the Midnight Channel, and the events that happened in Iwatodai and Inaba to make a conclusion. My apologies, Mochizuki, but I can't take your word yet until we have all of the pieces put together.
There's something else that bothers me. Usually the people who confront their Shadows and accept them gain the power of Persona, and none of those who've been kidnapped have gotten them.
