Also, I can't really believe that hair.  The bowtie, fine, it's not the first time, but a scissors wouldn't kill him, would it?

It's... hard to explain. Some places in time are still, and there interfering is dangerous. Some are fixed, and there it's flat-out impossible. Some points, though, are completely open. A Time Lord can tell the difference, although even at the best of times, we're not meant to interfere.
