We've got a job to do, and for the sake of everyone's safety on this island, I need you all at the top of your game.

A man who calls himself Thomas Kreise has gone missing from the man who has had him in protective custody. Some of you might know him by his other name, The Master. Before being taken into custody by police and then subsequently released on probationary house arrest, he was being accused of two murders of two people who had gone missing a short time before.

Take it from me, the man is dangerous, psychopathic, and absolutely one hundred percent homicidal. It is absolutely crucial that you do not engage the target alone. If you find him, you will report his whereabouts to me immediately, and I will issue orders from there.

As he stands right now, he is about 175 cm or 5 foot 9 inches tall, short dark blond hair, thin, brown eyes. It is unknown whether he is alone or has an accomplice.

Jenny, you will be our eyes and ears in the police station. Keep us up to date on any inbound emergency calls, including disappearances and robberies, particularly if anything electronic has been stolen.

Tim, Natasha. I need you on the streets gathering information and actually looking for him. I will be joining you on the ground. You're both much more acrobatic than I am and might have better luck from rooftops.

Tim, we're going to need your surveillance equipment. As of right now, we don't have any clue where he might have gone, but once we have a trail, I need you on it with sound and visual. Do you think you can handle that?

Ianto, I need you at base transcribing all of this information and keeping it orderly. With four of us out there, things might get jumbled pretty quickly, and I need you to keep us straight.

Remember, if you find him, do not engage him, and report back to me immediately. Bring a weapon but do not shoot to kill. Only use force in self-defence in this case. I wish I could say otherwise, but, well, Doctor's orders. When we capture him, we are to return him to his probation worker immediately.

I've gotten us all wireless earpieces for direct communication. They're charging in the coffee shop.

I'll start reviewing surveillance records while I patrol. If I can shift half the archive over to Ianto, we can divide the work much more easily.

Kreise used to be the Chief of Police, though. Depending on how lucid his state of mind is, he may or may not remember the major surveillance chokepoints on the island -- and there are plenty of holes in both the island's coverage in general and my hacked network specifically. If he's in the warehouse district or the public sector neighborhood between the police station and the visitor center, it's eyes on target only.

Worst case scenario: the far edge of the "factual" residential district has several unoccupied housing developments. Probably a good six hundred duplexes to search at minimum.

I hadn't thought about using that district. 600 houses is a lot of places to hide, but I might be able to narrow it down a bit. If not, there's only one way to make sure. I might have to get some help, though.

Well, Torchwood doesn't seem to be short on manpower these days.

I can get us eyes in the sky, if you don't mind outside help.

Usually, I do. But in this case, it might not be a bad idea. The more eyes we get, the better.

I don't like to get civilians involved if I can help it. They tend to get in the way and make things complicated. If I allow this, he'd be your responsibility, do you understand?

They, and of course, sir. I'm usually responsible for them, anyway.

More of your friends you were telling me about?

The same ones, actually. Tony can fly, Clint's the best tracker SHIELD's ever seen, and Captain America is, well, Captain America.

I might ask you to call them in a little later if we do in fact need help. I want to minimalize any needless casualties if I can help it.

Of course. Is there any other information on this man you can give me?

Nothing other than he is extremely violent and can be charming. I don't know what sort of state of mind he's in right now. He could be lucid or his mind could have gone out the window. I managed to track down an old photo of him, but I promise you he looks very much the same.
