He wondered how serious Jack would be about letting everything outside of Torchwood stay if he knew how and where things were placed outside of Torchwood.
He also wondered, in the spirit of entertaining every plausible hypothesis, if working with Batman for years had skewed his perspective enough that he really was wrong about this one. What would Oracle be doing in this position? How much had she spied on Bruce or the others without letting anyone know? At least a little -- that would be unavoidable. But would she think Tim was taking things too far?
