[Tim was punctual as usual, slipping in quietly at the tail end of the lunch rush and taking up position at a table in the least popular corner, a place which he suspected had been designed to be just isolated enough to allow such meetings while feeling cramped enough to discourage other customers. At least, he would have done things that way.

Casually, he glanced at the wall across the door, and then the wall across from the employees-only access to the back. Cameras still in place. Good. He wondered how serious Jack would be about letting everything outside of Torchwood stay if he knew how and where things were placed outside of Torchwood.

He also wondered, in the spirit of entertaining every plausible hypothesis, if working with Batman for years had skewed his perspective enough that he really was wrong about this one. What would Oracle be doing in this position? How much had she spied on Bruce or the others without letting anyone know? At least a little -- that would be unavoidable. But would she think Tim was taking things too far?
