[ keeping up with him in sight now, gliding along. glancing in windows every now and then. he stops once to mess with a clock on a store, changing the time, then quickly goes to close the distance again as if he was nervous he'd fall behind ]

I could make any weather in my world. It might. And then we'd know who was capable of doing it if only one type showed up.
