I wouldn't normally do this, not generally a fan of police - too many guns - but we only have a means to protect two of the rescue teams, so...

We've found three areas of ruins out in the forest where helicopters have landed recently. We also traced the broadcast signals from the telly through underground cables, and three of them match the ruins.

We are planning on splitting into three teams to rescue the kidnapped citizens. Anybody who wants to come is welcome. Now, these caverns appear to be very dangerous - in at least one of them, there are creatures that violently explode when they are attacked. We have no idea about the others.

Now, we have two TARDISes, so we can keep two of the teams mostly safe that way, but the team going to the closest ruins may still be in danger.
