Yes, you should almost always be able to contact anyone by phone. Instead of posting to the entire network, you can choose a recipient - or a select number of recipients - and the message goes to just them instead. If they're awake, they'll get it and be able to respond pretty much instantaneously - though if they're busy, they might not always answer right away.
