While certain information regarding the recent kidnappings and subsequent television appearances remain classified, let me take this opportunity to extend a warning to the general public. This in no way is meant to be a criticism of those recent victims, rather, in an effort to avoid further missing persons, please accept the following suggestions for maintaining public safety-
1. Do not walk alone at night. It has already become apparent there are strange occurrences in New Moore, least of all being the nightly apparitions we have observed over the last few months. Please remain in your homes during these events. Both victims disappeared when they were simply "stepping out for air". Please avoid this. If you must go outdoors during these happenings, do not do so alone. There is safety in numbers. Let others know where you are going and for how long.
2. Remain alert to threats. Although the last two targets have been young men between the age of 18-30, it is too early to deduce a profile for potential victims. It remains to be seen if the kidnapper was acquainted with both the victims, and as such unrelated or closely related parties remain at equal levels of risk. Therefore at this point in time, law officials are assuming any citizen may be a particular target. Please conduct yourself appropriately with this knowledge.
3. Avoid alcohol consumption or other impairments. Both victims were abducted during two separate festivities, one sponsored by the island and the other a private party. Alcohol and other substances lower your ability to potential threats or alterations in your environment. In order to maintain utmost vigilance and safety, please avoid alcohol or other mood inducers that may impair your ability to protect yourself.
Naturally the most effective method to eliminating such kidnappings is a swift apprehension of the perpetrator. Please know this solution is being pursued by both public and private parties looking out for the security of this island.
